I think the Master and 10th Doctor win. It's totally true. 10 does love him. If you were paying attention to The End Of Time Part 2 you would of seen the Doctor said "I don't know what I'd do without you." and when Wilfred gave him the gun, the Doctor has the chance to kill the Master, but showed mercy and didn't.

Undeniably, Tennant and Simm had good chemistry, and the desperation of the Master was awesome too. The Doctor desperately wanting to help the Master is another brilliant plus, and that "REGENERATE!" scene back in series 3 just added to it.
