The space soviets are here! Awesome picture, I really like the lighting in this scene...it kinda reminds me a bit of the old Ghost in the Shell movie.
Edit: just noticed the heat haze! how did you manage that? Every time I try in Photoshop it just turns into a blurry mess.

As for the effect, I copied all the background layers, merged the copied layers then used the "ocean ripple" filter on that layer and erased wherever I didn't want the effect. Not the most direct method but it works for me, haha.
