Mmm, the more I look at it, the more it looks to me that, instead of a true form and 2 restricted ones, what we have here is a restricted form, a true form and a super form. Blame the lack of pants.

I don't blame the pants, I blame the fandom's misconceptions on what traits belong to certain forms or whatever. xP We have such a small amount of specimens that we only see such a small pool of possible traits.

Would you really want me to keep tweaking the designs until we got all his forms to look really badass when Trunks is just going to dispose of him like space trash? lol To me, it's like trying to make Appule look as awesome as Freeza, not really worth it.
I have no intention of changing the forms at this time (not that I can without a tablet anyway). I find them to be different enough and fairly solid. Cold himself is really just a plot device, with every intention of being an underwhelming version of Freeza. It's something that should carry over into the design as well. The aesthetic bit isn't the only part of the character that is important, its the overall package of design, personality, theme, role, etc. ^^

Pretty much. I mean, of course it will be a little more intricate than that, I'm adding the forms for a reason, but it will by no means be a battle on par with Freeza, Cell, Buu, etc. Just a little filler spat with Cold buying enough time to transform before Trunks puts him in his place. A little change that effects nothing in the long run, but is amusing enough to keep you interested enough to continue on.

IMO restricted 1 looks a bit too generic. Throwing around his traits a bit more should do fine. Like making him even taller or very small. Or really fat and ugly.

To be honest with you, Colda's 2nd Restricted form are supposed to be like that without the Battle Jacket, just like Freeza showcasing his 3rd Restricted form without a Battle Jacket, but hey to each their own.

I always had the impression than Cell's crest was to emulate the hair of the saiyans, but this works fine.
Also, Cold is quite bad at Transforming, it seems.

Why would it emulate the Saiyan's hair? I don't see any logical connection...
What determines whether you're good or bad at transforming? There are physical changes taking place, what says they have to be drastic to be effective? (More of a general question, because in my opinion the members of their race aren't born with any transformations since various members have different number of forms. So when they create these forms to limit their power, or for any other reason really, they can choose their desired appearance. The changes aren't any sort of indicator of skill, just their desired result.)

Stands upright, turns more upright after the first transformation... just a slight resemblance meant to emulate part of what makes it; not from a genetical standpoint of course, but rather in the same way the wings give a vibre similar to Piccolo's cape.
Well, I said bad, just because his general shape doesn't change between forms that much, at least compared to Freeza. But hey, Freeza transforms to make psychological warfare as well, so that may be the explanation.
