You don't understand, that was a mk-1 Dalek, where it was dependent on static electricity, but this Dalek has slats, so it is not dependent on static electricity, making your argument invalid, take this from a doctor who fan, who for his entire life of 13 years, dedicated to Dalek research, just so you know, watch the dead-planet doctor who.
