Part 48 of my Web Comic, MLP Without Magic.EDIT: YAY, EQD.
This is basically an end-cap for the Sweet Apple Acres section of my comic, I'm going in a slightly different direction after this.
I'm not deliberately making Celestia mean or stupid, she just needs to be a little oblivious to Twilight's plight. If Celestia knew how much Twilight was hurting, or if she figured out that Twilight was putting on a front for her, she's probably give Twilight her horn and Cutie mark back right away. Which would more or less end the comic.
As I'm mostly reusing vectors, I've experimented with different colors and shadings from my normal pages. It's not even close to the pro-quality of some of the other comics on this site, but it's a little more adventurous than is normal for me.
EDIT: Celesti DOES remember what she did to Twilight. She just thinks that it's odd that Twilight is referring to herself as an Earth Pony. In Celestia's mind, Twilight is still a Unicorn. Even without her horn.

Where it's in English, its often a clue to the plot.
A lot of the scrolls that Celestia is reading, and many of the posters in the background have clues in them.

Celestia don't giggle, she's calling her "this Earth pony" because she doesn't see herself as Twilight Sparkle anymore. She's just an earth pony now, she's not herself.

At this stage in the comic, Button Mash, Peachie Pie, Sunny Daze, and two unnamed background foals.

If you look at some of the Celestia pages you'll see that she regularly reads missing foal reports or reports from the Equestrian bureau of Investigation about foal snatching in ponyville.
When looked at with the posters you'll see that this is a big problem.
It's why there are Royal Guard everywhere. Check out the backgrounds of pages 123, 124, 125 and 127. There are half a dozen of them patrolling around Sweet Apple Acres alone. On page 105 they are patrolling in the town center, and on page 107 there are even guards in the day spa.

I'm starting to see why people can get angry with this comic. Its one thing if Celestia is left in the dark but when things like this pop up it shows her as a dick. A common theme

Twilight is lying to her because she is afraid that Celestia will be disappointed in her.
Celestia doesn't know what is really going on.

The comic is mostly about Twilight, Celestia sealed her magic but she doesn't have much of a part in the story. Luna had an effect on her, but it's not really relevant to the overall story.

That's not how this reads to me, the reader. Celestia REMOVED both her horn and cutie mark without permission thinking that it was for her own good. That is not something she would have done since Celestia like to use outside forces for her lessons on Twilight. Nothing I have read or seen says otherwise. It may be how you see it but I see it this way

If an outside force did it then Twilight would likely devote her time to combating that force.
If it's Celestia then Twilight is more likely to accept that this is a task with value.
It also meant not having to introduce a non-show-canon force (Discord is still imprisoned at this time).
