Part 48 of my Web Comic, MLP Without Magic.EDIT: YAY, EQD.
This is basically an end-cap for the Sweet Apple Acres section of my comic, I'm going in a slightly different direction after this.
I'm not deliberately making Celestia mean or stupid, she just needs to be a little oblivious to Twilight's plight. If Celestia knew how much Twilight was hurting, or if she figured out that Twilight was putting on a front for her, she's probably give Twilight her horn and Cutie mark back right away. Which would more or less end the comic.
As I'm mostly reusing vectors, I've experimented with different colors and shadings from my normal pages. It's not even close to the pro-quality of some of the other comics on this site, but it's a little more adventurous than is normal for me.
EDIT: Celesti DOES remember what she did to Twilight. She just thinks that it's odd that Twilight is referring to herself as an Earth Pony. In Celestia's mind, Twilight is still a Unicorn. Even without her horn.

No, that can't be right. I went to college. In Berkeley. I visited my brother occasionally at UC Santa Cruz, too. There is no possible way I never once saw a bong.
Anyway, I'd think that 'Tia actually wasn't the one who took Twi's horn if not for the implausibility of Luna, who clearly is on the same page as us, telling 'Tia off without managing to convey what she was telling her off for. Also because 'Tia is generally pretty on top of things, so it would be hard to believe that she would fail to investigate her prized student making references to her lack of a horn if that were unexpected. Although she has been acting a little brain-damaged lately . . .

I need Celestia to be oblivious for the purpose of the plot.

I'm not sure that the supreme ruler of a country would go to a small town to deal with a missing fol case.
She sent Twilight and her friends to deal with King Sombre. She'd probably send a minion to Ponyville. Like ... Twilight?

that is a rather large lack of understanding of celestia on your part. for starters she is only supreme ruler by title but not action, and no longer by title with luna there now. she also is immensely down to earth, more than willing to tease the cakes for treating her like royalty; there was a major sense of awkwardness that entire time, especially from celestia.
also she sends twilight on these tasks for the reason of tiwlight and her friends growth into something much more powerful than herself. the idw comics, how much they work in your headcanon or not, have revealed a strong detail of celestia's personality. that she acts like a teacher first, but she is more than willing to take up the fight herself if she is needed.
her student believing she is lacking magic while ponyville is harrassed by a kidnapper is such a thing that would drag her out of the castle and into ponyville in a second. \
put simply celestia is full on the kind of pony to take action if facing the issue themselves is not applicable. a serial kidnapper on the loose is such a scenario.

Show Canon says that Celestia spends most of her time doing diplomatic\political things in Canterlot. In fact, she's rarely seen outside of the castle, except when attending official functions.
She usually sends other people to deal with non-ruling tasks.
For example, she sent Cadence and Shining Armor to the Crystal Empire, then she sent Twilight. She didn't go herself.
She has fantastic powers, but it's not until the Changeling Invasion at the end of season 2 that we really see her doing anything more than levitating things.
After that, we see Luna using her powers more than we see Celestia's powers for most of season 3 and 4.
Why would Celestia go to Ponyville to look for foalnappers?
Wouldn't a sensible ruler have ponies who were specially trained to do it for them?
You don't see the President investigating a kidnapping. He has the FBI to do that. His time is better spent doing the politics while the professionals look after the problems in the field.

She wouldn't have in the show, she'd have sent Twilight. There were only two times in the show when she didn't send Twilight.
When Philomena went missing (She couldn't have sent Twilight, for story telling reasons), and when she sent Discord to look for Tirek (Which she also couldn't have sent Twilight, for story telling reasons).
Every other time she sent Twilight.
Besides:
1) What makes you think that these foals were missing in Ponyville?
2) What could Celestia do that a could of palace guard couldn't have done.
No pony in the show has ever been show to have any form of ESP, or telepathy, or any skill that could be used to track down a missing foal, except for good old fashioned logic and deductive reasoning. Which are "coincidentally" skills that Twilight has. But which Celestia has never displayed beyond the average pony.
Really, aside from being immortal, Celestia has only ever been show to use three spells. Teleportation, Telekinesis, and the spell that stopped Discord from taking the Elements of Harmony after the Season 2 opener.
What could she actually do that her guards couldn't do, and who would rule Equestrian while she was doing it?

seriously dude, you reasoning is excuses. so far eveyr single one has been 'oh it wasn't this way in the show' and ignoring plot relevance ot the decisions. she wouldn't have sent tiwlight to find philopemna, because it was too trivial.
they sent discord after tirek because he could actually hunt him down, as he is chaotic by nature and can sense imbalances, and he would be guaranteed to curb stomp tirek at such an early stage.
fuck, celestia DOES have forsight. perhaps dream based but she can sense things and luna can help pick things up.
and you saying we have only seen three spells from her is monstrously lazy. she is a thousand year old magic user. just becuase we have not seen a form of magic far from means it does not exist. and celestia being limited to three spells is just purest plot contrivence.

I think that the word that you're looking for is "Explanation".
The story is called "Without Magic", and it stars "Twilight Sparkle".
Celestia is basically a background character used to enable a plot element. I could just as well have used a spell that misfired, some other random even.
She doesn't really play much of a part, so it's only natural that I wouldn't go into obsessive detail about it. In the original script Celestia was only going to be be in two pages. The first page and a flashback to the first page. After that she wasn't going to appear at all.
In fact, the only reason that she's actually on any of the other pages is that I wanted to bring Luna into the story, and Celestia seemed a good way to go this.
Like it or not, Celestia doesn't play much of a part in the TV show. Her character is pretty two dimensional. Most of the time she exists to further Twilight's story.
Celestia appears on screen, send Twilight off on some kind of mission, and then makes some cryptic mentor comments or gives some encouragement. She's she gets less screen time than some background ponies, and only has marginally more dialog. In fact, I think that the Cakes get more screen time than Celestia. By Season 4 even Luna is catching up with her.
Also, like it or not, Celestia doesn't use magic very often. Even when you include the comics she mostly only uses telekinesis.
There's nothing lazy about observing this. If anything your answer is pretty lazy. I missed out the magical death ray that she used in Canterlot wedding, and you didn't even notice.
You don't seem to be able to add anything to the dialog. You just throw in uncorroborated criticism.
Celestia didn't send Twilight to look for Philomena because the plot required Twilight to already know where she was. She also didn't send Twilight to look for Tirek because the plot required Discord to go bad. Remember, before that scene Discords powers were limited to reality warping. The added in the magical disturbance detecting retrospectively for that episode.
Similarly, I'm not doing much with Celestia because she's a background character. I'm focusing on different elements of the story.
The story is about Twilight living without magic, not about how she lost it.

Now to watch Celestia slowly break down the thought process of what she did. Oh, It would be interesting if Twilight became aware of Earth Pony magic (from, let's say, ) Only for her to learn that anypony can learn magic, not just unicorns.

wait I'm starting to think that perhaps it wasn't Celestia who did that, as If we all remember correctly, who's the only being in equestria that can actually take a ponies magic away and change it? I believe that it might have been Discord who did that since he'd have a motive and a reason to do so. From what I've seen in the comic thus far that is my opinion because Tia might not even realize what is actually occurring.
