Alright, so we have quite a bit to work on here! But it shall be done, and all in good time~ So to start things off, let me tell you the things that stood out to me while looking at your line art
1. Very large head for the body. Lets shrink that down along with the eyes. Also, lets get a real nose on there~ Not a black triangle ^-^
2. There's no mouth on this kitty! How is he to eat?! Lets put a muzzle on him and get him to eat something.
3. Well then, now we can fix his weight problem. Your kitty seemed to be a bit anorexic! His tummy was practically caving in on itself!
4. Now your kitty is full. His wiggly tail should be waving now. Lets be sure to attach the tail to the body without a line to tell us where that separation occurs. and make sure your tail flows, so it gives the cat some movement~
5. His legs seem to be a bit stiff as well. lets add an elbow joint and a shoulder so he can move around better.
6. Also, lets give your kitty a wrist so he can bend his paws and keep them stiff if need be, We should also round out his paws more so they look less block-like.
7. Last thing, your kitty's neck seems to be a bit skinny. Lets give him some extra fluff there as well!
Well, those are the main things to work on. A great majority is simply giving your cat more motion by adding joints, and by letting your kitty take on a few pounds!
I'm going to start you off with drawing the legs and head. You have a basic understanding of the cat's body and the way the back arches. That's a great start! So for starters, the leg is a pretty basic shape made up of a circle, two "bendy rectangles" as I call them, and a half circle (including the paw). Once you have that outline done, its basically tracing your outline. Adding a line here or there to show muscles, toning, or the separation between toes. Be sure to add that 5th toe when your looking at the inside of the foot.
For the back legs, it's a circle, 3/4 of an oval, two "bendy rectangles" and another half circle. Once you have that outline down, its another case of tracing and adding a few lines. One thing to remember when drawing the back legs, is to keep the bottom half of the leg (past the "backwards knee" joint) the same length on both legs. Also keep in mind that the "backwards knee" is actually the heel of the cat. The rest is all foot. Just something to keep in mind).
Now on to the face. A circle, smaller circle, two triangles, two lines. Pretty much that simple. Add the eyes on the horizontal line to a little left and right of the vertical line. Draw two itty bitty lines going outwards from the inner corner of each eye. A little below those lines (and in the middle of them) draw the nose. Draw a line down from the nose and then draw two lines going diagonally down from that line, to look somewhat like an upside-down v. (I don't know how to explain the curved lines around the edges of the muzzle, so pretty much reference those lines). Draw two rounded triangles for the ears, and make sure they're only one to two "eye-heights" above the eye itself. You're then outlining the circle between the two ears and basically doing the same from the bottom of the ear to the sides of the mouth, only make sure to add a bit of fluff to the cheeks. After that, just add some detail and you're done!

I suggest you look at some other tutorials by artists who were more experienced than I when I published this as there are still quite a few things wrong with what I explained here ;u;
