Description
The challenge with The Penguin is to try to make him a little more powerful & intimidating without making him a mutant bird-man living in the sewers (ha-ha)! I thought it would be cool to make him one of Gotham's major crime-lords & show that he has a cold, calculating confidence.

If you look at the Batman piece, you'll see a building with a bird shaped head. That's The Penguin's office tower where he runs his legal & illegal businesses. The top of the building is a huge aviary where he keeps all of his pet birds!
