I just went through the tutorial step by step, nothing appears wrong.

By chance is your image exceptionally large, like over 3000px? That could be an issue if you're creating snow, the snowflakes may look tiny in size compared to the image using this method.

If that isn't the problem, could you perhaps tell me what your end result looks like? That would help me assess it.
