A while ago, I had the idea for this scenario, after having read much of the "No Napoleon" timeline over on althistory wiki:In February 9th, 1797, Napoleon Bonaparte dies in camp after suffering from an illness most likley recieved during the Italian Campaign.
Emmanuel Joseph Sieyes instigates a coup de'ta against the Directory, with help from Barthélemy Catherine Joubert, a popular and succsessful French general and Napoleon's succsessor in command. Sieyes and Joubert formed the "Consulate". The new French republic was lead from a dual-leadership, with a First Consule (Sieyes) and a Pro-Consul (Joubert), who can controll the Consule with certain veto powers, but is largles dependent on the Consule (a bit like it originaly was with the President and the chancellor of the Weimar Republic).
This government does proceed to spread the Revolution a bit further, conquering the whole north of the Italian Peninsula, including the Papal States, and Eastern Frisia from Prussia, but after those victories, it stopped it's expansion for fear of overstretching itself. The pope and the Holy See had to flee to their last poisession in the Kingdom of Naples, the city Benevento and some land arround it, including some minor villages. It is the seat of the Holy See till today.
Thus, Euorpe at this point entered a state of balance again, shortly threatend by the Greek Revolution, in wich the French and also the Russians, British, Austrians and Prussians, only quietly supported one of the two sides of the conflict for fear of another war.
Italy was meanwhile reshaped into a Consulate similar to France with it's capital at Rome, but less centralized and organised into autonomous federal republics.

In the 1860's, Spain revolted against it's monarchy. The republican forces were secretly supported by France and succeeded in creating a Consulate-style republic under "guidance" from Paris.
The Ottoman Empire was still an ally of France, while Austria and Prussia all had allys inside the Holy Roman Empire, as did the French. With the fronts frozen like this, for the moment all tired of war but yet with a need to dominate the continent, everything was developing twoards radical events ...

Oh Gott without Napoleons megalomania we would´ve lost all left-rheinisch regions forever it seems.
