An odd picture to be sure. Darn old too. I'm putting this here because I intend to redraw it some time. Sally surrendering... could it happen? If so... who is she surrendering to and why? I'm reminded of a Transformers comic, interestingly enough:Optimus is on the battle field on Cybertron, ages ago:
Soldier: "Optimus Prime -- This is madness! We're beaten, defeated! We must surrender before we're all killed!"
Prime: "Do you have the white flag?"
Soldier: "The flag? Oh, yes, the flag! Thank Primus! I'll tie it to the front battlements and - "
Prime: "You'll bind my wound with it soldier!"
Soldier: "What?!"
Prime: "You heard me. We're autobots! We never give ground and we never NEVER surrender!"
All autobots charging forward: "NEVER SURRENDER!"
And the very next page showed Prime, in the present day, surrendering to Scorponok. While I intend to redraw this pic, I may just redo that whole scene from Transformers only with Sonic characters instead. Who knows? Either way.. this is a pic that provokes thought for me. It could mean a lot of things. Enjoy posting your own thoughts.

I think it's awesome, but I don't see Sally as the Surrendering type, unless the consequences are suffered by her and her alone

But yeah. Sally is a good person. There are actual situations she might surrender and it's basically, like you said, to save lives.

Great body design.. I like it more than the both Satam and Archie together.. Yes, she is maybe a little bit thin, but better than big head and "something else" parts

Is she truly surrendering, or is she giving the citizens of Mobius their options?
Note the stiffness of her posture, her clenched fist, and how the wind carries her vest -- and yet, the white flag, dirtied and stained, hangs limply on its pole, untouched by the same wind.

Considering the picture is nearly 12 years old, your spectating doesn't bother me in the least.
Considering the description I gave referencing Prime refusing to surrender, knowing Sally's personality? Yeah... totally NOT surrendering in this pic.

Believe it or not, when I first saw that pic (and before reading your comments) I thought Sally would sooner use the flag to fix someone's wounds than surrender. All stemming from Optimus Prime's battle cry from that comic book (which I still have).

Woooo! ^_^ Heh. Always nice to see a fellow TF/Sonic fan. But then, I'm pretty sure that's a common combo. 
Another one I should redraw is the one that wound up printed in the comic fan art (I forget what issue, but I think it was somewhere in the 30's like issue 36 or something). It's almost like a sibling pic to this one in that it shows Sally leading the freedom fighters with a fearless look in their eyes.

she looks reluctant to surrender..You should deffinately redo this-it would be interesting to see how much you've improved over the years, compared to this. Not that this one is bad, but..you know what i mean, right?
