PHEW...huff...huff...got most of it. Again, as usual, things that I couldn't fill in due to time constraints. Nuttin' unusual there.

Quirk: Neurosignal - She can read or control virtually any electrical signal. She can read minds, tap into wires and talk through them as though using a phone, reroute electrical signals, or even temporarily paralyze someone by messing with their neurons!
Weakness: She can't tap into too much at once, or do so too many times consecutively, otherwise she'll either short circuit her own brain, or have lots of difficulty telling apart her own thoughts from those aronund her.
Description: She is a wild party girl who loves to get crazy, often going dancing, or hosting/attending clubs and other such parties. She DOES admittedly sneak in a little mind-reading, but only to figure out what people would appreciate most when setting up a social event. She also thinks gossip is fun, but would never think to truly ruin someone's reputation.

Quirk: Crab Legs - She has crab legs that can act independently on their own, always taking the survival and safety of their owner into mind. They automatically react to danger, either by striking deceptively fast, or running away equally as swiftly. They can also climb vertical surfaces.
Weakness: She requires extra nutrition in order to support her extra appendages. Thus, she eats a lot of food, and becomes severely emotionally distraught if unable to eat for any reason.
Description: She had once been kidnapped by Dr. Karkan. She is the source of the crab legs upon his own back, having unknowingly copied her quirk onto himself, along with all of her health defects. She is often malnourished, lethargic, and eerily stoic. That is, during the times she's not legitimately depressed, and as of lately...suicidal. Yet her crab legs won't let it end just yet.

Quirk: Slippery Suds - He can produce a bubbly slick that causes whatever it touches to become extra-clean to the finest details, and extra slippery. This fellow can use that to increase his speed, soaping up his shoes so he can slide across the floor. Alternatively, he can make an opponent unable to move by making them too slippery.
Weakness: Water washes off his suds easily. Also, if exposed to excess heat or cold, he can't produce bubbles as easily, leaving him in a vulnerable position.
Description: He is a rather dainty and posh fellow, who always brags about doing things with an edge of cleanliness, order, finesse, precision, and as he claims "godliness". Because of this, he has no shame about showing off his body in public, thinking himself to be a finely washed specimen to be admired anyway. Although he HATES getting dirty, and gets fussy a bout details and appearance.

Quirk: Eyes Everywhere - He can produce eyes from virtually any surface. He can see through multiple eyes at once, and make them vanish instantaneously if need be.
Weakness: He has a limited range on how far he can cast his eyes, and a limit to how many eyes his brain can process at once. Also, he cannot see out of his real eye sockets, since they are empty holes.
Description: The process of actually manifesting his quirk was a largely scary experience for him, since it involved in his eyes being gouged out by a serial killer. At least he survived, when the help of a fellow Quirk-Human came. As of now, 4 tends to feel unsafe. Not full-blown paranoiac, but often taking more caution than necessary, and being unwilling to go into situations blindly.

Quirk: Energy Production - His brainwaves can be converted into electromagnetic energy. Copious amounts of it too, able to power machines by simply connecting them to his head.
Weakness: He ALWAYS produces head energy. If left unplugged to a device for too long, his head will randomly discharge energy and cause bad headaches that become increasingly fatal. To remedy this, he screws special lightbulbs into his head that constantly use this energy.
Description: This kid doesn't like where his life is headed. At all. He knows the energy from his head is a highly sought-after commodity, knowing he'd been kidnapped again and again in his earlier childhood so that villains and other ne'er-do-wells can exploit his Quirk. Not wanting to be stuck hours on end powering machinery, he gets sensitive about this energy power, and would only provide power for someone he likes and trusts. Someone who won't exploit him like so many others did.

Quirk: Guardian - She can summon a guardian entity made of hard light from the symbol on her head. It can be used as an extremely durable shield that can be cast up close, or a great distance away from herself.
Weakness: This quirk doesn't have any offensive measures, meaning that any combat has to be of 6's own physical ability and fighting prowess.
Description: She has vitiligo, but that is perhaps the least remarkable thing about her. She was captured in her childhood by the Salt Fang Gnolls, and had spent most of her early life working as a slave in the Salt Fang mines. Before long, she had made herself extraordinary among them, by becoming stronger than every other Gnoll there, pulling more weight, and defending the Salt-Fangs with her new Guardian Quirk! She had earned her freedom right then and there for her efforts, and had become a powerful and honorable warrior.

Quirk: Produce Rabbits - She can use her hands to turn any surface into rabbits. I.e. she can make rabbits sprout out of inorganic items (the rabbits are similarly inorganic in composition), and she can transform any living thing she touches into a rabbit.
Weakness: The change is temporary, only lasting about five minutes until the items in question turn back into normal. Also, this quirk tends to produce far too many rabbits to be manageable. The only exception is living things, which will not multiply when touched.
Descroption: One wouldn't think that someone who could produce bunnies could be so bored and apathetic. However, she simply claims that she doesn't get attached to created bunnies, because they are temporary anyway. They're "fake". So it's just for practical purposes. However, she has a very real love for ACTUAL animals, and when possible, does NOT use her powers on them, wanting to befriend and observe them as they really are.

Quirk: Symphony Sync - Whenever she sings, whatever is around her immediately begins to move to the speed and rhythm of the song, regardless of their normal speed. This can slow down opponents who are unmanageably fast, and make their movements predictable. She is not affected by this, and can move at her normal speed
Weakness: This can affect only those in her immediate surroundings who can hear her. If they cover their ears in time, they won't be affected. Also, this quirk will affect allies as well.
Personality: Her unnatural height aside, she's a wildly enthusiastic individual who likes music, first and foremost. However, she's also a highly indecisive individual, wanting to try many things, but never being able to pick something to settle on. She gets whims and ideas on what would be fun. I.e. instruments, song styles, dance numbers...but those who work beside her know that these phases don't last too long before she gets a new "mania".

Quirk: Sleep-Psychic - She overflows with incredible psychic power when she sleeps. Able to create vivid illusions, and strange manifestations, as well as great bursts of power. And all of it helps protect her when she sleeps, able to detect a threat, and dispatch of it quickly and ruthlessly.
Weakness: Once she's awake, her powers vanish. She is totally powerless at this stage, and can only fend off threats once again if she passes out, or goes to sleep. Her brain still must function during this time, and cannot be damaged.
Personality: She's a normal girl, as we might call it. She likes to play with dolls, she loves sweets, playing with family pets, and she loves her family as well. So she finds it to be surprising that lots of people seem to regard her with such fear. THEY'VE seen the kinds of things that she can do in her sleep, but she herself doesn't know.

Quirk: Burning Umber - She can produce from her palms a burning dark-brown colored flame that instantly flash-chars whatever it touches. It doesn't even burn. It just instantly becomes charred, if not outright reduced to soot.
Weakness: Metal and stone surfaces take longer to affect than flammable materials, depending on their melting points. Also, her attacks are never ranged, only able to burn things if she touches them with her own hands.
Personality: She's hot, yet cool. That is, she keeps a level head about many things, seeming to be rather modest and unremarkable. However, that's because she lets her actions do the talking, kicking ass, and not bothering to boast. Taciturn as she may be in practice, it is outside of battle or sports when she reveals just how wildly enthusiastic she can be.

Quirk: Zero-G Flight - She can utilize a frictionless flight unrestricted by gravity, able to surpass the speed of sound, and even fly into near-orbit! Her body will not be damaged by such endeavors, and she can levitate by canceling her own gravity.
Weakness: The higher up she goes, the more difficulty she has breathing due to reduced atmosphere. This is her ONLY difficulty in her flight. This can be remedied with a temporary oxygen supply, provided by her helmet and "space-suit".
Personality: She's such a curious little girl, she fails to see why that's not always good for her. Her parents are highly intelligent researchers, who are just BARELY able to keep up with how much she explores and flies, often leaving their safety. Although 11 may not be as fragile as her parents would suppose, since all of that exploration is causing her to pick up on the cultures and geography of other Kingdoms fairly quickly.

Quirk: Cloud Control - Through meditation and martial arts, he can create and control clouds to use for combat, able to do things such as instantly make rain, create an obscuring fog, or punch someone with the force of a tornado's winds. Or even make lightning!
Weakness: Intense sunlight will make his created clouds part, therefore reducing him to standard martial arts fare in order to succeed.
Personality: He's a highly dedicated martial artist who was raised in the Jade Kingdom. Having since created his own path, the Way of the Cloud, he has also educated himself in the nature of Qi and inner peace, hoping to teach others to harness the emotional energy of a calm wind and a raging storm all the same. However, as of lately, even he is finding himself a bit stumped, because his abilities don't need magic or Qi at all for some reason...

Quirk: Recolor - She can use her paint-covered hair to change the color of almost anything she paints on. She can use it to incredibly fast and accurate effect, and frequently uses it to disguise people and items by making them appear the same color as the background.
Weakness: The paint itself takes a while to dry. And that's about it...
Personality: This girl never really saw herself being a fighter as it is. Rather, she sees herself using her power to raise awareness for lesser known issues. --COMING SOON--

Quirk: Fishy - She can do many things a fish can. She can swim underwater very quickly, breathe underwater, is immune to cold, can withstand extreme pressure, has a powerful bite, and has bioluminescence. She also has great strength that increases when in water.
Weakness: Her skin is susceptible to lack of moisture when in warm weather for too long. Also, on land, she must rely largely on regular martial arts to fight, and is not QUITE as strong on land.
Personality: Tsuyu NOTsui lol Having been born to a Finfolk father, and a Quirk-Human mother whose Quirk was underwater speed, she had the best power qualities of both. And the personality charms of neither. Frankly, it can be difficult to read her, because she shows very little obvious emotion. --COMING SOON--

Quirk: Hammerhead - He is highly durable to any and all forms of head or neck injury, and can use his head to deliver a powerful blow. He can apparently transform his head back into a human head, but is rarely seen doing this.
Weakness: The rest of his body is rather lacking in strength, and can be overpowered easily if his head cannot be used.

Quirk: Slicer - He can produce energy blades from his body that can cut through otherwise durable surfaces with ease, and his slicing speed is superhuman. The more energy he puts into his blades, the more cutting power it has.
Weakness: However, charging up his blades has the effect of intensifying his brain's connection to his body's neurons, making him increasingly more aggressive and unstable. Too much, and he may accidentally drive himself berserk.

Quirk: Stellar Power - His head is a grand reservoir of sparkling energy that he can shoot in different manners. Via "Shooting Stars", or through a large energy comet, or even a powerful beam resembling a quasar! This energy conceals his true head.
Weakness: However, the more energy his attacks use, the more his "stars" fade out, which causes him to become increasingly insecure, frightened, and reluctant to fight. If he happens to expend ALL of his energy, he'll have to wait until they grow back, and he becomes inconsolable, even driven to tears during this time.
Personality: This guy is, for lack of better words, just a bit deluded. Because of his Stellar Power quirk, and how it dazzles his competition, he has referred to himself as crazy things, such as "celestial angel", "cosmic emissary from above", and "space baby". However, he always tries to make his actions and moves far flashier than they need to be. Because in reality, his Quirk is highly inefficient, so by his view, it's better to make it LOOK powerful before actually having to drain himself.

Quirk: Cutting Flight- She can fly at such fast speeds that they produce a "blade of wind" in front of her, allowing her to slice apart whatever is in front of her during her flight. Her knife-suit enhances this.
Weakness: She has a very difficult time decelerating and changing direction if she flies this fast. Meaning that on her own, most of her offensive moves can only happen in a straight line. Her knife-suit only SLIGHTLY alleviates this, opening up side-rudders to slowly change direction mid-flight.

I want 7, 9, 16 and 18.
EDIT: I'll think up some personality for 16 and 18. I know exactly what I want to do with them.
16 and 18 are brother and sister. Their father's Knife-Throw quirk was infamous for it's accuracy and usefulness, making him practically a celebrity. Their mother was one of the fangirls that fell in love with him before getting left behind. She's also the only one who he has impregnated, even coming back once and doing it again! But unfortunately for them, he's a bit of a deadbeat dad who doesn't even acknowledge his children despite having met 16. He is part of the reason why 16 has a slightly warped quirk-development. His bottled-up anger at his father is what allows him to charge his energy blades. He doesn't want to scare his sister or mother with the power he can unleash, so he hides his rage as best he can from them. Their mother is foolishly enamored with him, believing their love is real when she is clearly just his favorite "girlfriend". Since her second child though, he has at least learned to wear protection. 16 tries his best to support his family, using his quirk for odd-jobs instead of hero work. But he has come up with a plan to oust his father's dirty secrets to the public. But it will require being just as famous as him first. And he can't do it alone.
18 is a bit naive, which she gets from her mother. She loves her big brother a lot and is happy when he can legitimately smile. She's naive, but not a fool. She can tell how her brother feels and doesn't tell him because she wants him to feel like he has more under control than he actually does. She's the one that calms him when he almost goes berserk. She knows his plan and is willing to help. Though, like her mother, she also has more respect for her dad than she should. She wants her brother to become just as famous so he can finally see why their dad is the way he is. She thinks his behavior and neglect is because of his busy schedule, one of the many excuses her mother has given when she asked about him. She made the knife-suit herself and wants to make it work. But 16 keeps telling her it needs some modifications to be more effective. Though she believes he just doesn't want to see a flying knife that would remind him of his dad. They are both part of a group of wannabe-heroes with mostly strange and non-useful quirks. But 16 believes he can help make them into a team of great heroes with the right training and creative quirk-use. The other two members of this group are actually just her friends who also like her brother enough to help.
Hopefully you can summarize that if you choose to use it for their personalities.
