Very straightforward, but its definately for a more advanced photoshopper. See I know enough about photoshop to be considered intermediate, but the dodge/gaussian tools are a total mystery for me. It may help that next time you provide some screenies of the PS menus for "am I doing this right" reference.
The picture you used btw, is absolutely lovely. I'd love to produce something that looks like that.

Pshhh, don't be so hard on yourself. A lot of people, myself included, think this is a cool tutorial.
It's simple and straightforward maybe it lacks some details, but it's all easy to do (as long they know how to use photoshop/whatever art program people have. And if they don't, they should look for a photoshop tutorial, not bug you about simple things like how to create layers).

guwahh, the hue saturation thingie.. I lined it in black then tried it but there was like no color change o-o; the lines were the only thing on the layer and it only turned a vivider black or something.
I couldn't make it a lovely brown or red or blue or whatnot.
I tried using this other thing in the same menu, it only has pattern things =__=;
