I think it might be because her parents wanted her to follow their hoofteps and being an earth pony was kinda a disappointment to them. This plot is based on what I heard from fics where Octavia is portrayed as comming from an unicorn family.

No but it does make sense...
consider how human tech evolved.Ā Ā A lot of human tech was based on the need to travel...Ā with the concept of "the size of the world or community was limtied by how far you could walk, in a day".Ā Ā And horses tended to be for for the middle to upper class.
now consider,Ā everyone "horses"Ā so the distance they can travel base is much further...Ā so instead tech would concentrate on how to carry more over that distance or do it more comfortable.
Next flight... well you have Pegasus,Ā the whole quest to fly thing becomes less of a need,Ā and novelty,Ā and more of a norm...Ā Ā air ships and such are mostly for non flyers to do things when fliers are busy or not for hire... because we've seen flyers pulling sky carts and such.Ā Ā Ā This means the idea of an airship becomes more akin to a sailing ship for cruises or very long distance travel where walking or getting a pegasus isn't needed.
Lastly we have magic.Ā Ā Many tech items are likely replaced by magical versions...Ā by enchantments or quick spells.Ā Ā When you factor in different diets, the need to preserve meats for example with fridges falls to the way side...Ā
In the end, "tech" becomes the earth ponies way to keep up with pegasus and unicorns.
