the head wasn't made too small, you're mind is comparing it to the flank, which in this case, is too big.

This is a good technique, but I almost never use anything like it haha. Probably should, but the few times I have tired it, everything came out weird quite quickly.

my weird thing is, that i can draw them easier from the eye, (so the complete picture) then a tutorial with those circles and lines and shapes that result into the final piece 0-0

To be blunt: Your understanding of volumes. It's easier to see a pony, flat as she is, and not see the volumes that make her up. Getting to know the spheres and cylinders that make up a pony will help you to be able to create your own pony poses.

....i DO see the cylinders and such, it's more that if i want a certain pose, taking 3 different pictures and drawing it myself OR take a picture i can draw it directly, instead of following each and every single step with cilinders.

Then the cylinders aren't necessary to draw. If they've been internalized then there's no reason to throw them around everywhere.

The thing is that their forelegs seem to change joint orientation depending on how anthropomorphic they need to be for a given scene. Sometimes they look and move more like a real horse's forelegs, and sometimes they look and move like human arms.

The ponies in the show are quite flexible, it's true. Exaggeration is common in animation and it takes careful fudging to get away with it in stills.
