I use GIMP. On a transparent layer I drew thick alternating lines of black and white. Then I smudged the lines upwards. After that, I went and fiddled withe the color settings until I had a nice orangey/white flame. Now the emotes themselves were about 20 frames I think - not sure about that.
Anyway, for each layer or frame of animation I copy pasted the flame and then made slight changes by smudging a bit more. There ae probably better, more efficient ways to do what I did but this is what I figured out on my own.

It's not really difficult so much as it is tedious. All emoticon work seems to be tedious, at least for me. That's why I don't do more of it.
