Nice how that's so simple.
Personally, when I do background stars, I have a brush for it, and I tend to place them by hand. The noise idea will save time, although it might not look as cool. Alas - there's always tradeoffs.

Did you make the brush yourself? If so, have you got a process documented somewhere you'd be willing to share?

Sorry, nothing online. It's not a very complicated brush. It's a cross (or t) with its edges tapered. While its not superb, and often requires adding a small faded circle in the center, it works well for the jobs I use it on, especially small stuff like stars or gleam on objects.
