You know, in a world as sea-dependent as this one, yet also without rubber products, I wonder if any of the forward-thinking people in Tambria or Marbania have yet considered Rigid-Sidewall hover vehicles. They are about at the point in their development where such a thing could be considered - pre-jet age, but with pretty well developed mechanical and aircraft-producing industries and a technical culture that's pretty innovative.
