First, start with your photo!
Tada ->
I usually go to Enhance =>
-> Auto Levels (Shft+Ctrl+L)
-> Auto Contrast (Alt+Shft+Ctrl+L)
-> Auto Color Correction (Shft+Cntl+B)
If it doesn't turn out the way you like, then don't do it!
Sometimes, color correction can turn things freaky. >.<

Secondly, I learned something new recently... how to add a nice blue tint to your photos!
Go to Enhance =>
-> Adjust Brightness/Contrast
-> Levels... (Ctrl+L)
Choose the 'Red' Channel in the drop box.
Change the first input box from "0" to "55". You can mess around with the numbers in all of the different color channels until you find something you like. Then click Ok.
Next, if the eye is too dark...
Use the Dodge Tool to lighten the highlights in the eye.

Bam! Let's make it extreme! -( ^.^)-

When you're done dodging to your heart's desire, right click your background layer, then choose Duplicate layer.
Name it whatever you want, then click ok. This is when I overlay... my favorite little photoshop trick.
Now go back to Enhance =>
-> Adjust Color
-> Remove Color (Shft+Ctrl+U)
Your top layer should now be in black and white.

Now you can choose your blending mode! I pick either Overlay, Soft Light, or Hard Light. They're all found right next to one another. Sometimes, Overlay can be too harsh, so I choose Soft Light.
