History:
After Dominion war Starfleet realized how ill was to deal with Dominion. Many Starfleet Admirals including two which were probably the loudest that Starfleet need to change, Admiral's Murdock and Mitchell. Miranda and Excelsior classes which were backbone of Starfleet for almost century performed bad, while Excelsior's could still be salvaged with some upgrade packages (like expensive Lakota upgrade) Miranda was on her last legs. such high losses of Miranda and decision to retire the class by 2390 would leave a large gap that needed to be fil. Although retirement started many Miranda would remain in service till early of 25th century simply as there was lack of ships.
But Starfleet realized that need for new more combat oriented ships was priority. Akira, Steamrunner, Defiant and others work fine but new generation was needed. Intrepid class was ironically chose as template, since thic class was not designed as to be warship in its primary role but rather mid range explorer and scout. However Intrepid was of perfect size. Ship between 340 to 390 meters could fill the gap. First attempt was Argonaut class which was heavily successful class but again while been well armed it was more built with exploration in mind, but this class was not ready for service till 2381. Earlier class with more traditional look was chosen. Early in 2376 new class was introduced, Curiosity. This class would be the basic for future Inquiry. Curiosity will indeed be superior in combat to Intrepid and even Argonaut as it was less exploration but more combat oriented. By the beginning of 2380, only forty ships would be built. Inquiry project started during late year of production and Curiosity would evloved into Inquiry by 2386 when first ship of the class USS Inquiry was launched. Her design was updated but more importantly her capabilities.
Inquiry class carry fourteen Type XII phaser arrays (despite the fact by early 2390's Starfleet already had new Type XIV phasers but those would be reserved for new larger ships), this latest variant of XII phasers were probably the most strongest in service, three rapid firing photon-quantum torpedo tubes and one quantum torpedo launchers for total of 400 torpedoes. Inquiry carry the same shield system of much larger ships like Relentless, Pathfinder, which gave her incredible defense capabilities and despite been smaller ship hard nut to crack, her hull was heavy duranium-tritanium double hull and also had five cm of Ablative armor.
Starfleet start to mass production of this ships. While in normal peaceful times this ships were used as patrol ships on borders, in times of need members of this class gather into so called attack squadron or battlefleet which would number from twenty to sixty ships depends on need. This battlegroups were designed as fast respnse attack groups in case of Borg invasion or any other hostile species, giving Starfleet time for main fleets more time for assembling.
Usually this ships when called they would simply abandon their patrol routes, which would be covered by other ships and would all converge at one location, once battlegroup is ready it will be launched where it is needed. Starfleet cut production of some classes like Intrepid, Argonaut, Norway and even Steamrunner in order to boost the numbers of this ships as command believed that it need at least four or five of this battlegroups, each consisting from fifty ships. Some other ships like Akira, Saber's would still be in production.
By 2397, Starfleet had one hundred forty two ships of this class in service, less then it was originally supose to be but production was still high at ten ships per year. Miranda class was partiary replaced by Saber and Zodiac classes so Starfleet focused on replacement of mid sized ships or simply supplementing them. While Starfleet projected to have 250 Inquiry class ships by the 2400, this of course didn't happen. While production was to be boosted once again to reach the target number of ships, with new Arbiter class (heavily modified Inquiry) entering service, Starfleet decide to continue 10 ships per year production till 2405 when Inquiry production will stop and will shifted to Arbiters.
While Starfleet didn't received targeted number of Inquiry class ships, the ones that were in service, prove themself quite well. And under admiral Monroe, Inquiry fleet is divided to smaller battlegroups of twenty ships each allowing more Inquiry class ships to be more hot spots if needed.
