Air Force General Thaddeus 'Thunderbolt' Ross had a shining military career before his growing obsession with destroying the Hulk led to him growing increasingly unstable. He was dishonourably discharged from service after his desperation to destroy his foe led him to ally with known supervillains such as the Leader. The death of his daughter Betty prompted him to return to service however, renewing his efforts against the Hulk with a new passion.

The Intelligencia, a group formed of some of the most intelligent villains on the planet and led by the Leader, chose Ross as a subject in their experiments, transforming him into a Red Hulk. As the Red Hulk Ross once again went into battle against his green nemesis, using a Life Model Decoy to fake his own death. After choosing to help the Hulk destroy the Intelligencia, Ross finally abandoned his vendetta and became a special operative for the US military. He soon proved himself worthy of recruitment into the Avengers, lending his military experience, keen tactical mind, leadership and incredible strength to the group.
