Genetics Roulette. Any Inhuman can look like anything. Humanly or Inhumanly. I made them that way so I can demonstrate how the majority ofΒ Inhumans place great regard in inhumanly appearances and great powers. The ones that look human are treated badly just by appearance alone. Krystal avoids this because of her great powers, but Maximus doesn't because he looks human and his power isn't showy, like others are.

Already answered this one. There were quite a few Terrigen crystals on Earth, and Maximus activated all of them to explode, creating many new Inhumans on Earth, just not as many as there were in the comics.

I wanted to make a point about how this Inhuman society prizes an inhuman (literal) appearance and superb abilities. Black Bolt, Medusa, Triton, Gorgon, and Karnak are idolized because of their looks and incredible powers. Maximus represents how human looking Inhumans are looked down upon for their appearance or mediocre powers. Crystal is there as a middle ground, Inhumans can look human and be looked up to for having incredibly powerful abilities, like her control of Fire, Water, Earth, and Air.
