I mean, personally, I thought he could mean the whole town of Snowdin considering all the town's people are dead or ran away. I don't think that part will raise alarm bells, now that I think about it, why wouldn't Papyrus be sad about residents dying.
Now that I think about it, Grillby was hiding the other townsfolk in the bar because of the genocide run. Nice, Grillby.
