This art is beautiful. I am new to GIMP and also new to art/graphics world. I am working on one of my next IOS game app which requires 14 under water images exactly how you done here.
I tired to follow all your steps in GIMP2.8 but as this is in PS and I dont know much about similar tools in GIMP, I could not proceed further.
If you have same steps for GIMP, then please please share with me. I desperately need these graphics.
I wanted to draw the images of my own as i can not afford a professional desginer. I am an independent IOS dev and starting making apps.

You know how in the ocean there's always little specks of stuff floating around in the water? Is there any way to do that in Photoshop?

I tried doing this with PhotoshopCS3, but the textures look quite different. When I put in difference clouds, the texture turned black and red........ and with clouds, blue and white. Did I do something wrong, or is my photoshop too old?

You need to have black and white as your foreground and background colors
