is it possible to be able to create icons/vectors with mspaint? i wanted to see if i could try that soon.

I think you can create icons in ms paint. I am not really sure, can you give an example what you would you like to do.

i would like to actually draw a picture but save it with a transparent background (instead of a white one)

I don't think it works for mspaint since its a basic system. If you want to have transparency, it has to be done in photoshop (pay with money) or gimp (free art program). You can draw in ms paint, but it has to be in a advance program to get transparency. I hope that helps.
