In all actuality any limbs grown on a snake would start closer to the pelvis.

Some snakes still have vestigial legs in the pelvic region. It wouldn't be a stretch to reactivate the genes in charge of leg development in existing limbs instead of growing new limbs with no support structures in place.

True, but that only makes it more likely that new limbs would be there; it doesn't eliminate the chance of them growing elsewhere. It should also be noted that I did not indicate where the pelvis is in my drawing. It's possible that it's located at the horizontal-vertical junction where the limbs are.

Well, they might become wings or they might become arms or legs, or they could just disappear altogether.

Vestigial means that the feature, limb or organ is disappearing from the species over time, and may no longer perform the function it used to have in the creature's ancestors. A kiwi bird has vestigial wing and can no longer fly, and a blindfish has vestigial eyes that can no longer see.
