I'm pretty good at CG coloring myself. But, I never knew about brush #19. I usually use whatever gives me a smooth edge and follow it up with a lens blur. I'll have to give it a shot.

Based on the commands he mentioned in the early part of the tut, I'd guess he's using Photoshop. But I imagine the software doesn't matter, you can probably adapt the techniques to anything that has similar tools...Paint Shop Pro, GIMP...it's just a matter of understanding the method.
