I did this while I was chatting with ~DarkAngelShine in MSN. So this isn't a normal tutorial. But I hope you still manage to understand my crappy instructions. I had never done a tutorial so please go easy on meBy the way, the artworks I used as an example for this tutorial are originally by

Well, that depends on what kinda of glow you are talking about. I have in my paint.net a effect that does it automatically but I don't remember if it came with the program or if it was part of the filters that I've download from the program's website forum. It's called "Glow" XD and it's under the "Effects"<"Photo"<"Glow" tab. Anyway, if you have this effect on your paint.net, it effects the whole picture or the whole layer you have selected, instead of a particular part.
However, if what you want is a glowing outline of something (like for instance you want to make a star in the sky glow) you can do it by going again under the "Effects" menu but this time it's under the "object" menu < "outline object". To give a better glowing effect increase the radius and decrease the strength. For this to work you need to have that particular object in a separated layer from the rest of the picture.
This are the easy ways of making something glow in paint.net. There are others more complex that involve playing with the layers mode and add effects like blur and such. But those you will learn how to do with in due time, with practice.

Thank you so much for making this ... I just DL"d this program, and was having a hard time understanding how to use it ... not that I"m saying I understand how to ... but if you might have any suggestions beyond this tutorial ... pease pass them on to me

Well, this tutorial is old and it was rushed. Right now, I don't have any suggestions to give you, but if you have questions, you are free to ask.
I'll do my best to help you out, although for some reason, since I had to reformat my hard drive, I can't run Paint.NET anymore

I apreciate the offer but I don't want to give you any trouble. There are few people interested in this ...er... tuturial It can be hardly called a tutorial anyway, it's just a bunch of unorganized screeshots. But I intented to remake it and turn it into a real tutorial, someday
