Maurice Foley is the no nonsense, tough as nails police captain of the Steel City Police Department. A former drill sergeant and Force Recon member of the United States Marines, Foley demands discipline and performance from the men and women under his command, but reinforces it with having their backs and sticking up for them with his superiors, always giving the credit for his department's success to those serving under him. Foley originally resided in Paragon City, where he returned to undergo physical therapy following a medical discharge from the Marines, the now discharged Master Sergeant found himself facing life in a wheelchair after shrapnel from a rocket propelled grenade left him partially paralyzed. Using several of his contacts, Foley eventually was put in touch with Doctor Tiffany Anderson, who he convinced to perform an experimental surgery on him using her background with nano-technology and its medical applications. Foley's treatment took almost an entire year, but eventually Tiffany's experimental medical nanites began to regenerate his body and he regained the use of his legs. Over the course of the treatment he came to greatly respect the bio-medical scientist, mainly because she was one of the few people who had ever stood up to his tough as nails attitude and had made him rest and go through his therapy at her pace. Foley later returned to serving the public when he joined the Paragon City Police Department and entered its advanced training program, which introduced him to the PPD's most advanced arsenal, including personal mech suits that had a variety of on-board weapons and defensive shields. Eventually he and Tiffany would cross paths again, only this time he met her as the super heroine Crimson Dynamo, helping her stop a powerful villain who was intent on leveling half of Atlas Park with his explosive powers.

Foley's mech sustained severe damage in the battle and part of its interface was fused with his lower back. Unable to remove the fused interface without permanently damaging his spine, Tiffany was forced to make a compromise and the end result was that Foley kept the use of his legs, but only with a highly modified and trimmed down version of the interface fused to his spine through two surgical ports in his lower back. At the same time, she confided her secret identity in Foley and he concluded that they made a good team and he owed her several times over, but he had one more favor to ask. Several months later after extensive physical training and multiple test flights, he re-emerged in Paragon City as the super hero Blue Steel, armed with his own personal suit of power armor that made the PPD personal mechs look like wind up toys. Blue Steel and Crimson teamed up many times and took the fight to the villains of Paragon City, and through his heroic actions, Maurice eventually met his future wife in the super heroine Night Shrike. Over time the surgical ports in his spine and the connection to the interface began to deteriorate, so Tiffany insisted that Foley "retire" from the hero scene, especially now that he was engaged to Night Shrike. After a heated argument he realized she was right and took her advice, returning to the PPD before eventually transferring to Steel City to take the position of police captain with the SCPD, where he started a campaign to rebuild the department into a lean, mean, crime fighting force. He also took the job because he had promised Tiffany he would always watch her back, and the brilliant heroine had also moved to Steel City in pursuit of her arch nemesis Doctor Kotetsu. A few years later, with her medical technology advancing and the emergence of Steel Angel and G-Raider in Steel City, Foley convinced Tiffany to help him get back in his suit of armor, with several major upgrades, and he returned to the skies as Blue Steel, helping to mentor Steel Angel and G-Raider as they formed a formidable crime stopping trio.

Blue Steel Armor:

Foley's Blue Steel armor is made from a nanite-infused regenerative neutronium alloy co-developed by Tiffany Anderson and her close friend Natalie Morris. The armor is incredibly durable and can take hits from just about all forms of conventional weaponry without sustaining damage. This durability is boosted by on-board kinetic shielding that can be activated by the user, the shield units drawing power from the armor's fusion ion core.

Weapon Systems:

Blue Steel's armament includes shoulder mounted micro-missile launchers, and pulse laser cannons built into his gauntlets. The gauntlets can also deploy "vibro-blades" that can cut through all but the most durable metal.

Defensive Systems:

The Blue Steel armor has many advanced defensive countermeasures, including kinetic shielding systems, a vibration dampening under layer of armor, a powerful on board intuitive VI system, ECM and cyber warfare suites, communication jamming systems, and a small flare and chaff deployment system to fool enemy missiles. Blue Steel's systems are also hardened against EMP and cyber attacks.

Propulsion:

The Blue Steel armor is powered by two powerful ion drive units built into the armored "boots" of the armor. Foley can cruise at speeds up to 600 MPH, with his maximum sustainable speed topping out at around 800 MPH, though this top speed does not allow for much maneuverability. At lower speeds the armor is fast and agile, mostly due to the light weight of its neutronium alloy and its powerful drive units.

Mannerisms and Relationships:

Despite his hard upbringing and tough as nails exterior, Maurice Foley is fiercely loyal and respectful to those who have earned his respect, including the men and women that serve under him at the SCPD. He is very close with Tiffany Anderson, and also has recently taken her fiance' Ashley Coleson under his wing, seeing her as the daughter he has yet to have while also admiring and respecting her incredible detective skills. After she starts dating Tiffany, he correctly assumes that she is also the super heroine Silver Falcon, though he keeps her secret to himself even as the SCPD is hunting Silver Falcon during the S-2 clone incident in Steel City. He later reveals that he knows her secret identity when he reemerges as Blue Steel, though he has earned Ashley's trust given that he didn't roll her over when the SCPD was looking for Silver Falcon. Ashley and Tiffany are two of the only people to ever really see the Captain relax, which mostly happens when his wife Aubrey is around. His wife is the former super heroine Night Shrike, a powerful telekinetic that can also summon "hard light" energy constructs to use as weapons.

Foley later serves as a mentor to Steel Angel and G-Raider, and despite initial friction at his leadership methods, the two heroines eventually come to see that he only has their best interests at heart and they commit to his training with full enthusiasm. He later softens and the team further gels when he informs them he sees them as capable equals and not his understudies. He even goes as far as to allow Anna Waldorf to equip his Blue Steel armor with an interface for her AI, Yuki, which leads to the team having much better coordination in combat situations. When he's not busting chops with the SCPD or blowing up cyborgs sent by Doctor Kotetsu, Captain Foley often enjoys winding down at home with a cold beer and a mild cigar, before joining his wife for a lazy night on the couch watching sci-fi shows.

A mix of a few things here, namely my love for Iron Man(pre-civil war and Marvel film-verse non-sense), Pacific Rim, and Idris Elba. Foley's personality is strongly based off of Stacker Pentecost from Pacific Rim. Hopefully once the collective shock of my posting a male OC wears off, people will read about him and hopefully enjoy what I have planned for him.
