Miko is sad because Bulkhead didn't survive his injuries after his encounter with Hardshell and the ToxEn. Wheeljack is comforting her and will soon take his new place on Team Prime to honor his deceased buddy. And Bulkhead is watching from the Well of AllSparks, and he's smiling because he knows his girl is in good hands.

My interpretation. Bulkhead looks like a ghost and I just rewatched those episodes, so you can see how I got there. Such a great and sad pic...
