This is a wonderful coincidence. I just went out on a night photoshoot just like this and played around with lights, and some of them look just like this. Yours came out wonderfully though.

Yes, this is an in-camera effect. All you need is a camera on a good solid tripod, a flashlight, a dark studio and a really patient model.
