Well, lots o' people were pushing me to make one of these. I know it's cliche, but heck, one more won't hurt anybody.
If you have any questions or suggestions for improvement, please let me know.
I might make a part 2 for animation, but we'll see about that.

Whats the width and length when you start? of the new file?

The body is 15x15, but if you add hands it can be 20x20 or something. To be safe, I'd start with a 30x20 and whittle it down as needed.

Fireworks was wonderful for making emotes.I understood the process much better than I do with Photoshop. Thing is, I had access to it at my college. Now that I've graduated I don't have it anymore. xD
But! Like all new beginnings there are new possibilities! I'll let you know when I make something.

Link is to my very first attempt, I tried my luck on animated ones too, failed even more on those >.<
still, what I like about these emoticons is that they're (mostly) really cute, and even noobs like me can make them in less than five minutes ^^
butstill, kinda reminds me of basic eye photomanipulation xD
still, thanks for making me realize I actually can do something with PS ^^

Holy cow, awesome job!! I remember my first emote.
Um, I'd suggest practicing using Pixels... you can find plenty of really great tutorials on dA and Google, but I'm sure that will help with emoticons.
Also, try looking at some of =CookiemagiK 's emoticons, he's probably the best animator I've ever seen!
=Droneguard has a really nice style of adding a highlight under the eyes/mouth of his emotes, something I didn't include in my tut!
=LeoLeonardo has an awesome style of eyes, check out some of his stuff for examples.
