This is a video tut that will show you how to make a dev stamp.
Im not the creator of this..nor claim to be..these have been done a million times in other tutorials here on da....I have only sped the process up a bit with some short cuts in Photoshop.

UPDATE....if you want to preserve transparency and you have IE6 or older you could also save this as a GIF image. Thanks to Vectortrance for reminding me. 
ALSO your final stamp size should be 99 x 56 pixels.

How'd you get the picture so small? Everytime I try to put a picture in, it keeps cumming out fuzzy

I have no idea why it would be fuzzy. Photoshop can always make an image smaller without distortion. It cant however make pixels to make a picture larger without pixelating the image. What file type are you using and what photoshop version?

I don't understand what you are doing...are you dragging it from a folder or from desktop and dropping it in photoshop? Either way it shouldn't matter..you open a file with the file menu at the top of Photoshop. FILE/OPEN then simply drag from that work space to your stamp. When you re size that layer simply click on the move tool and tick the SHOW TRANSFORM CONTROLS which brings up your little squares on the edges then you click one of those corner boxes while holding the shift key down and drag to what size you want then click enter on your keyboard or double click inside the image to set that size. Holding the shift key keeps it in its original aspect ratio.
