Hm...that's a really good question, actually.
As biased as I am since Gaara is my ultimate favorite, I think I'd have to go with Toph. Gaara's good, but Toph is the best earthbender ever: She can control sand as well as rock and metal!

She haven't learn sand last time I check. I am also Gaara bias. But your right metal beat sand. But with her being blind is a large disadvantage when it comes to someone as good as Gaara. She haven't fought anyone close to his level. So all have to do is get in the air or use the sand to hind his location(also fake his location) and he as the battle won.

Well, I was thinking of the episode where Sokka, Katara and Aang are in the library ing the desert and she hardens the sand with her feet as she tries to keep the library form sinking. It might technically count as sand bending lol!
I forgot about aerial attacks though β good point! Gaara could just attack her from the air, and she wouldn't be able to stop it...
I guess either way it would be a pretty awesome battle!
