She was invisible-- I'd assume he made her do that by threat of something unpleasant. If you zoom in, you can see a little bit of her chain and lantern in the first panel.

Everybody can see Scourge; GOTF ghosts are either visible to all or invisible to all (including other ghosts), there's no selective visibility stuff 'cause that would make things simultaneously too easy and too complicated.
