so....Sonic is fusing with the ground and....then suddenly appears in front of Scourge to rip off his necklace...what?
I'm sorry but i can't really tell what's happening in the fourth panel.
I sometimes have trouble telling what's happening in comics.

He's not fusing with the ground-- being a ghost, he's just phasing through it a bit. And then yes he pops up in front of Scourge, using super-speed. The lightning-like energy is a power Sonic often uses to attack in this story, usually when he's lost it a little.
