Maybe it's just me, but there didn't seem to be much "forging" in this issue to explain the title.

Yeah, it's a touch vague... The title refers to Blaze gaining full control of her powers and Shadow (in the past) being turned into a mind-controlled weapon by Nicole. Also Metal Sonic and Silver, who are both hitting major changes in their characters.
Honestly, I tend to call the issues by their number, not title-- I forget to name 'em properly until I'm making the covers!

I suppose it was the RE part of "reforging" that threw me off. In order to be reforged, it's implied that one has already been forged, and I didn't entirely see that in some of the characters. Sonic and Blaze (in a pun-related way), sure. Metal, Silver, Vennie and the rest...not quite. The revelation that everybody has secrets that ain't so secret anymore really isn't the same as character development.

I'm not certain this takes place in the same continuity.
but also, think about this: there are always two sides of the scale. just as there are two sides of the number line. the positives, the negatives, then the thin median (0) that separates them. so while the other zones may be erased, the uni- erm, multiverse in this case, is more likely than not to have corrected it's basic balance.
