you can also do in mspaint by selecting and using ctrl + on numpad (or onscreen keyboard if you don't have a numpad)

personally? Photoshop 7.0 normally. In general though any paint program with a pencil tool

I know that there are free programs out there like gimp or Paint.NET that are capable of it but people use many different programs ^^. It's kind of down to taste of workspace i guess.

This method works for pixel gifs too! You just have to make sure you use a photoshop that supports animation layers -- which I think is Photoshop CS5 and up.

I'd say the pixels are pretty damn crisp still. No blurred or spread pixels everywhere. Which is what the tutorial is going forΒ Β

In Gimp you go toΒ Image > Scale Image, Then change px to Percent, like firstfear does and at the bottom select None for Quality.
