This sniveling weasely looking fellow goes by "Commissar Pallas the Pale". Being offspring of spacers who moved to Arcadia, he does't suffer as bad as they do when it comes to gravitational affects, but still bears the striking look of the spacers.

When the UCR started collapsing, early on it saw nearly every colony other than the Earth system break out into widespread riots and small scale revolutions. Territory was lost quickly as police and military forces couldn't contain them. Territory was lost in droves. Mostly through communist and anarchistic revolutions. However, they evolved as the first colony to break away was Fonshu. On April 28th, 2771 the makeshift revolutionary government announced it's separation of the UCR.
Where communism and anarchy started the rebellions, other factions quickly took center stage, local colonial governments on their own accord even deciding to rebel. However, the new factions tolerated the actions of the communists and anarchists less and less. The reds and blacks constantly beat, killed, and looted, undermining many who wanted to separate but keep a semplence of order. Patriot militias took center stage. In some areas, there were no police, and the patriots as they called themselves began a campaign of vicious murders on any who waved the flags, retribution for countless murdered. The Fascist Rinel Front came into existence because the communists and anarchists almost completely invited it. Their lawlessness and heavy hand to any who opposed made the population so willing to accept freedom from one evil order that they welcomed another.
By 2773, the Reds and Blacks had lost nearly all of their holdings, or had been ousted and arrested by the revolutionary governments they had set up. The people were tired of them. But they weren't tired of the idea of breaking away from the failing UCR.
For decades, the UCR had been declining. It saw some improvement after the first colonial rebellion, instituting policy changes that would rebuild so many colonies damaged in the war. The problem was that time corrodes all things. And once again, the politicians of the UCR had seemingly forgotten their own history of what caused the events of the first rebellion. History often repeats itself in horrible ways.
