OH GOD WHAT IS THIS MONSTROSITY?
I was looking at my prior emote ref sheets. I no longer like them. So I made a new one. It has less crappy handwriting, I swear.
Also, yes, that is Generic Gradient shading you see. Haven't used that in like two years. I did it out of laziness.

I tried to make an emote but I failed, I do have it made and I love it even though it's on ms paint

First of all, MSPaint can save files out as GIFs, so I don't know why you would save it out as a JPG. Secondly, it needs transparency, but do that, you'll need a proper paint program such as Paint.NET or GIMP, both are free. Once in the program of your choice, you need to use the erasor to get rid of the background. Then save the result out as either a PNG or GIF, your choice.

I used this tutorial to know some basics even though I changed the shading to suit my own style

Not too bad for your first try! I think your shading could use a little more depth. Try adding in some shadows and highlights.

You should also give the nose a highlight, so it seems to shine. Doesn't need to be more then a pixel or two.

not too shabby. Although it is a little too red for my tastests. You may want try shading, and make the outline and face stand out a ilttle more.

I tried to make the face stand out a little more, but then it looked too "in your face" so I dimmed them down a little, but I'll just keep on experimenting for now. =]
