Winter Wrap Up is coming, and in Ponyville every able bodied stallion and mare must do their part. Tradition demands that citizens do without magic, and just in case you forgot, posters plastered all over town drive the point home - Use Hooves, Not Horns, and wrap up winter the earth pony way.---
Someone requested that I do an homage to Abram Games' Use Spades, Not Ships with ponies. [link] The original poster, commissioned by Her Majesty's Stationery Office, implored British citizens to grow their own food and rely on domestic production, rather than having food and supplies shipped to the island nation. Ships were vulnerable to German U-boat attack, and countless tons of food were lost to sunk ships. The message was effective, and Britain's increased self-reliance helped them through the war.

Why would Ponyville resort back to their racist and speciesist ways? In other words, not letting Unicorn Ponies use magic and not let non-Ponies help.
But for some reason those Earth Ponies let Pegasus Ponies fly all they want.

The tagline comes from the song, where Twilight says she wants to "help the earth pony way."
Still, the Pegasi aren't using magic to clear the sky or bring back the birds; they're using their hooves and doing hard work as much as the other ponies. The point is to reconnect and do things with your hands (hooves) as opposed to relying on technology (magic) to do the job.
It's kind of like the difference in going camping in an RV versus backpacking with a tent.
