You mentioned that this scene was one of your favourite Lief and Jasmine moments so I just had to draw it for you.
I thought this one was a little dark and I really wanted you to see the emotion on Lief's face, so that's why I went and made a second one... Just wait a moment while I upload it...

Yeah, in the books his cloak blends into the background all the time, not just when he needs it to. That's why it's green here.

Actually, I think I recall saw in one of the books that Barda called it insibility magic when comparing it to Jack's cart or whatever it was

I think you'll find that was Steven, not Barda (he was still under the influence of the Masked One's sleeping draught at the time), and he simply called it "disguising magic" not invisibility. Barda mentions once that the cloak makes it's wearer ALMOST invisible, but not quite.
As it is, it never works as completely as an invisibility cloak would. The Wise Fish of the River Broad had to help them hide the cloak from an Ak-Baba, because it would've still been visible from the air. Numerous times the cloak is said to have "blended" into the surroundings. And it does happen all the time, even when they don't want it to. Take the discovery of Tora as an example: Lief was merely wearing the cloak then and it still hid him from Barda and Jasmine until they were able to catch up with him and make out his shape easier. Again, when Lief gave the cloak to them to hide in The Isle of Illusion? When he looked back he could still make out the shape of the cloak. The cloak remains visible, it just takes on the colours of its surroundings.
The anime definitely depicted it as an invisibility cloak, but they didn't seem to care about a lot of the little nuances and things like that.
It's possible that Torans can weave fabrics that make the wearer invisible... But maybe Sharn, who was so far removed from Toran society, being one of the 'Palace Torans' that were kept seperate from everyone else in Del... She would've only had a little of the knowledge passed down to her from her ancestors and because of that it's possible that she was only able to fashion Lief a camouflage cloak and not an invisibility one.
