Amazing picture here!  I love this scene!

Clearly the best thing here is just the situation RD and PP find themselves in.  Landing a frisbee on the goddess of the dawn is surely something even RD will have trouble bluffing her way out of...  Though I'm sure Celestia isn't that upset.

The great idea was an excellent start, and you flawlessly executed it.  The expressions are fitting and perfect, with Luna barely holding back her laughter, Celestia with that perfect scolding expression, RD actually looking sheepish for once, and Pinkie Pie actually terrified for once.  The body language perfectly fits the expression in all cases.

Finally, picture works well together, with the green flora, blue sky, and yellow sand all uniting the piece.  The recession of the background into the distance is well done.  Finally, the piece is well balanced, with ponies in the foreground on the left and in the background on the right.

I do wonder if Celestia will get anything out of this, though... a free cake, perhaps with a cloudless day to accompany it?

I was impressed when you posted just the line work and now I'm simply blown away by the colors and shading. I could easily confuse this for a panel from one of the MLP comic books. Absolutely stunning work.
The only parts I can think to criticize might be your color choices for Luna. Her hair doesn't seem as complex as it usually is in the show, and when put next to Celestia's multi-colored hair it's a tad strange that it's only one value. Also, her color for her body seems much darker than normal. These two points are extremely nitt-picky though.
Overall, it's an amazing piece. It has fantastic line work, great color choices, and it tells a story. Be proud of what you've put together here
