We don't at ELR. We run pretty much every weekend.
In answer to why Flying Scotsman is in the museum is that most locos that work the mainline need to undergo maintenance of some form. For many this is done at winter time when there are not as many railtours. This also gives the NRM chance to have the engine on display for those who want to visit and see the locomotive before it heads off on its next outing.

Similar feelings. I'm entirely happy to have locomotives in museums when not in steam, but I really really want as many of them as possible to be rotated through periods of service rather than just displayed cold.
