Can't you just use (lineart part) pen tool and just set the min. size to zero? The ink and pen tool looked just the same.

In Photoshop's brush list there are some of them that look 'soft'
Those are the airbrushes ^^

You know, you can use the flood fill tool parts of a picture without using the selection wand, right? It'll fill as if you selected it just like you show above. Nothing says lazy like flood filling the entire picture :3

Ohh.. "Eyes, part 6" : I usually use white or a light color.
In this case, white, but I also used yellow.
When I color blue eyes, for example, I pick a light blue too ^^
You can create more layers and test more colors if you want <3

Having a tablet is very helpful, but you can also make the lineart
with a mouse
There are tutorials about how to do it here on dA <3

The way you do the eyelash/eyeline is unique. Most people stick with a simple black, dark grey/brown, or the color of the character's hair. Yours has a faded gradient like different color lending a rather attractive quality in this tutorial.
What inspired you to do that?

Ohh a long time ago, when I 'discovered' the blur tool, I
stared coloring the lineart and bluring some parts xD
Now, I just do this on the eyes <33
Reddish/pinkish eyelashes kinda of attract me
