I have had this character sitting on my hard drive for a while but was having problems finding a hair style to fit her. When I started the Takumy hair project, one of the intermediate "short" hair versions looked like it would be ideal. Well, I like how it turned out anyway.

But it is 3D! It was created through a process called Cel Rendering. I have a tutorial that shows the steps on how images like this are made.

Nice one, but her breasts seem to "hard". Like they're pumped with silicon or something. Don't know how your could fix that tho XD

It's looking really nice. And you're doing awesome things with your programming!
But I should caution you that this doesn't meet the requirements for vector art. There's a big "STOP NOW AND READ THIS" description about that. It would be a shame if this got removed!
I would put it in Digital Art > 3D > Characters > Cartoon. Or perhaps ask for a cell-shaded category?

It is a compliment is a way. But it causes a lot of confusion. I have had some people get very upset with me when they finally realize that what they are looking at was not drawn by hand. (I can't help it if they don't read the piece descriptions..... )
