Okay so from left to right it's:
First Row: Texas, Washington and Maine (The Meta)
Second Row: York, Carolina and Wyoming
Third Row: North Dakota, South Dakota and Connecticut (C.T.)

UPDATE #1: Carolina's anime version changed because her face was revealed in Episode 17 of Red vs Blue Season 9, "Spiral"
UPDATE #2: Washington's and Wyoming's anime versions changed because their faces (at least Wyoming's face and Wash's color hair) were revealed in Episode 6 of Red vs Blue Season 10, "What's the I Stands For?"
UPDATE #3: Several changes
- North's and South's eyes are blond and new hair-style
- Wash's eyes are blue, symbolizing Epsilon
- Carolina's eyes are green and hair-style changed
- Tex's appearance is more similar to Allison, shown in "Remember Me How I Was"
