This is my first tutorial
The eye is a really simple one, you can always check another tutorials and I'm sure that you'll find much more detailed ones. If you have any doubt, just ask 
( If there are any english mistakes, me sorry
) I usually do this in Photoshop CS5, not sure if in the others it works in the same way :/ In step 4. you can use the magic wand tool to select the eye, so the colors don't get out of the eye

AMAZINGLY SIMPLE! this is great to use in almost any program. i'm using it in gimp, with just a bit of adjustment! I found the other tutorials a lot more complex and complicated, and this was alot easier. Thanks so much!

i read somewhere that its better to gradient then to blur but i could be wrong

The gradient effect is slightly different than the blur effect
