I use this to move bones and parts/models etc. I find it better then method 1 but that's just my opinion

No problem! when are you trying to click it? if it's when you first create it, it is very likely that the new bone
is going to appear on top of another bone, and it will click that instead. you need to go to the bone tab and click your new bone there but
before that you need to click a bone that's nearby so that the move thing appears then on the bone tab select your new bone.

i go to the bone tab but it is able to be selected just wont move?

Have you tried moving it with the control window?

If you can move it with the control buttons to the side, then you can click it and adjust it

That's weird one of the 2 should work the other method is by manually placing the numbers or (coordinates) for where the bone goes
and that's one of the not most used method and complicated :/

above the pmd or pmx view in the area that says select that has a bunch of buttons, is Bn selected?

I know why!

You have to have your bone "interaction" button clicked on. On the viewscreen (where you see the picture of the model) in this tutorial, the button for Bones is called "Bn" (it's next to "F" and "Bdy" buttons, at the top of the screen...)

If the Bone button isn't clicked on, it won't select any bones even if you click on them!

PS - (Also, if the other bone buttons, the "bone view" buttons at the bottom of the viewscreen, are turned off? you can't see you bones xD)

An ... You can also use the Move button (access it with "Mov" button on top of viewscreen. It's in between "Msk" and "Adv") to move bones or anything else!

Or also can even use the bone tab to move bones too. I like the Move button because you can input how much to move something by and then just click the button and it does it.

Did that fix it?
