Well, looks like i finally decided to finish my fur-tutorial. There might still be typos around, i'm rather tired right now.When I draw fur i rarely stick to only one tecnique and the style varies from picture to picture, but I tried to give some insight in my way of drawing fur with this tutorial.
This may or may not be helpful, but at least it's done now.

I wonder how well I can do this on PS Elements... that tends to have more of a painted/opaque look to it than the program you use...

Usually, fur is so easy, just really really tedious. Still, it's good to have such a nice starting point so that you don't have to trial-and-error your technique from the ground up. Going through this probably helps you with observing fur on other things, too, so it's doubly good.

First just wanted to point out a typo in the bottom left of the "thick fur" section. (: It says rirection, is it supposed to say direction, maybe?
This helps a lot. (: Considering there's so much involved in trying to make your own textures it's nice to know where to start. Thank you!
